What is the meaning of the verse: "And the Jews say, 'The hand of Allah is chained'"?

Verse (64) of Surah Al-Ma'idah explains the disbelief of the Jews by their claim that the hand of Allah is chained (or tied up), which means they described Allah as stingy. There is disagreement regarding the reason for their saying this. It is said that it was due to the drought and hardship that befell them, or that it was revealed concerning Minhas, the Jew, or that they meant His hand was chained from punishing them or from restoring their kingdom. And His saying, "Ghuliat Aidihim (May their hands be chained)," is a supplication against them for stinginess, envy, and humiliation in this world, or a punishment for them in the Hereafter. And "Bal Yadahu Mabsootatan (Nay, both His hands are広げられています)" means that Allah is vast in bounty and giving. And what Allah revealed to the Messenger Muhammad increases many of the Jews in transgression and disbelief, for they envy the believers for what Allah has given them, and they continue to ignite the fire of war and spread corruption.
