What is the legitimacy of fasting according to the time of a country other than one's homeland?

A Muslim must fast and break their fast with the Muslims in the country where they reside, because the Prophet, peace and blessings be upon him, said: "Fasting is the day you fast, and breaking the fast is the day you break your fast, and Eid al-Adha is the day you offer your sacrifice." Some scholars interpreted this hadith to mean that fasting and breaking the fast should be with the community and the majority of the people.
