Do sins fall away through repentance and generally seeking forgiveness from the husband, after stealing his money and spending it, and being unable to return the stolen money, and fearing to tell him the truth of the matter?

General absolution from the owner of financial rights is not sufficient. Rather, the owner of the right must be informed of the amount of money taken from him, as mentioned by An-Nawawi in "Rawdat al-Talibin" and Muhammad Mawlud al-Ya'qubi in "Mutahhirat al-Qulub". Therefore, the husband must be informed of what was taken from his money without rightful cause and his forgiveness must be sought. If he forgives, the responsibility is cleared; otherwise, the right is a debt that must be returned. If the wife fears divorce, she may act upon general absolution, along with frequent seeking of forgiveness, good deeds, and supplication.
