What is the legal ruling (hukm shar’i) on the perpetrators and the victim in a case of rape and molestation of a student by five other students? And was what happened to the victim from the divine decree (qadar Allah)? And why did Allah not intervene to protect him? And what is the wisdom behind what happened?

The implementation of hudud (punishments) after they are established is contingent upon the legitimate ruler (wali al-amr). The prescribed punishment for the act of Lot's people (homosexuality) is death, but there is no punishment for one who is coerced. Everything that occurs is by the decree of Allah, and this is the belief of the Ahl al-Sunnah wal-Jama'ah. Allah Almighty is praised for all that He decrees, and any evil in what is decreed is in relation to the servants. The origin of divine decree (qadar) is a secret of Allah Almighty in His creation, and it is not permissible to delve deeply into it. Part of the wisdom behind the decree of sins is the manifestation of the implications of Allah’s names and attributes. What befalls the oppressed may be good for them, or an elevation of their ranks, or an expiation for their sins if they are adults.
