What is the ruling regarding a child who has been sexually assaulted, even though he is unaware of the act's prohibition, and regarding the young assailant?

Sodomy is one of the greatest crimes that incur Allah's wrath. A mature young man who commits it is gravely sinful and deserves the prescribed punishment (hadd). However, the implementation of these punishments rests with the Muslim ruler, not with the general populace. It is better for the perpetrator to conceal his sin and repent sincerely between himself and his Lord. As for a young child, there is no accountability for him, as the pen is lifted from him until he reaches puberty.
