I want the answer. How do we combat bribery?

Bribery is forbidden by Islamic law. A stern warning has been issued to the briber, the bribed, and the intermediary. To combat it, employees and officials must be educated to fear God, their living needs must be met, and those who accept bribes must be punished to deter others.
