What is the ruling on a second congregational prayer for those outside the Hanbali school of thought?

Holding a second congregational prayer in a mosque takes different forms:

1. First Form: Permanent multiple congregations due to the dispersal of people. This is unlawful by the consensus of scholars. 2. Second Form: Holding a second congregation in a mosque that does not have a regular imam (such as mosques on roads). In this case, multiple congregations are permissible by agreement. 3. Third Form: Holding a second congregation for a temporary reason in a mosque that has a regular imam. The majority of scholars (Hanafi, Maliki, and Shafi'i schools) disapprove of this, while others (Ahmad, Ishaq, Dawud, and Ibn al-Mundhir) hold that it is not disliked. This latter opinion is the correct one, as it is supported by the Sunnah, such as the Hadith: "Will not a man give charity to this one by praying with him?"
