Is it true that Allah created a green ruby, then looked at it with an eye of awe, whereupon it melted and became water, and then He placed His Throne upon the water?

The aforementioned Hadith: "When Allah Almighty desired to create water, He created a green ruby from light..." is a fabricated Hadith.

Its fabrication is attributed to Nuh ibn Abi Maryam, whom Muslim and others accused of fabrication, and about whom Al-Bukhari said: "His narrations are denounced (munkar al-hadith)."

Furthermore, his narrator, Habib ibn Abi Habib, was deemed a liar by Imam Ahmad, and Abu Dawud described him as one of the most untruthful people. Ibn Hibban said that all his Hadiths are fabricated.

Another narration from Ibn Abbas states: "When Allah desired to create water, He created a green ruby from light... then the Almighty gazed at it with a glance, and it became water... then He created the wind and placed the water on the back of the wind, then He created the Throne and placed it on the back of the water, and that is His saying, the Almighty: (And His Throne was upon water)." This too is false, because one of its narrators, Juwaybir ibn Sa'id Al-Azdi, is abandoned (matruk) and was weakened by Ibn Al-Madini, and the other, Abu Hudhayfah Ishaq ibn Bishr, was deemed a liar by Ali ibn Al-Madini and Al-Daraqutni.
