What is the ruling on someone who entered into a state of ihram for Umrah from the Miqat of Al-Sail, and intended Hajj, then was asked not to declare tamattu' due to their financial inability to offer the sacrificial animal (hady), and they are now residing in Mecca? Should they enter into ihram from Mecca on the Day of Tarwiyah for Hajj al-ifrad, or should they complete tamattu' and offer the hady? And is tamattu' obligatory for me, or is ifrad permissible if I intend to go to them a week before Hajj?

If the parents performed ' during the months of Hajj and then performed Hajj in the same year without leaving Makkah for a distance that permits shortening prayers, then they are considered mutamatti' (performing tamattu' Hajj) and must offer a sacrifice (hady) to be slaughtered in Makkah. If they are unable to do so, then each of them must fast three days during Hajj and seven days when they return home. The sacrifice is obligatory for each of them from their own wealth. As for the questioner, he may perform tamattu' (combining 'Umrah with Hajj), which is better, or perform Hajj mufrid (Hajj only). The obligations for the mutamatti' are the same as those for his parents.
