Is it permissible for a woman to apply powder to her face outside the home, based on the actions of the female Companions and the words of Allah Almighty: "And not to show off their adornment except only that which is apparent thereof"?

The scholars differed in their interpretations of the Almighty's saying: (except what is apparent thereof). Some are of the view that what is meant by it are the outer garments and that a woman must cover her face, while others believe it refers to the face and hands, provided that the intention behind their exposure is not to display beauty or adornment. Furthermore, a woman is prohibited from drawing attention to her hidden adornments or wearing perfume when going out. Islamic law permits elderly women to uncover their faces without displaying adornment, but not young women.
