What is the meaning of "newly come from its Lord" in the context of rainfall in the Noble Prophetic Hadith?

The hadith (definition), "Because it is new in its Lord's creation," means that the rain has just been created, so it is a blessing from Allah and in its pristine state. Rain is a mercy, newly created by Allah. Some scholars have used this as an evidence for Allah's exaltedness above His Throne, as it is the closest of creations that reached us from the sky, and Allah تعالى ascended above the sky. This meaning is further strengthened by the fact that the Prophet did not do this with anything other than rain.
