The wording is a

metaphor (kinayah) for divorce, so it does not constitute a divorce unless he intended it. If he did not intend divorce, or if his intention is unknown, it is not considered a divorce. Sheikh Ibn Baz mentioned that a man's statement to his wife, "I don't want you," is not considered a divorce if it was without intention, because it is a metaphor and not a divorce, and the wife remains under his marital bond.
