What is the ruling on taking 12 copies of the Qur'an from a cart in the courtyard of the Prophet's Mosque to distribute them to mosques in Egypt, and are they for sale or for distribution?

It is wrong to take copies of the Qur’an without knowing their intended purpose, and one should refer to the authority in charge of them for clarification. If they indicate that they are for general distribution, then it is permissible to take them. If they indicate that they are for specific distribution (e.g., in the Prophet's Mosque), then it is not permissible to distribute them in other places, due to the jurists’ saying: "The condition of the endower is like the text of the Lawgiver." In this case, they must be returned to the authority, and if that is not possible, it is permissible to place them in other mosques. However, if they are for sale, they must be returned unless a sales contract has been concluded and their price paid.
