Ibn Abbas said in his interpretation of the verse: "Allah does not like the public utterance of evil speech except by one who has been wronged" (Quran 4:148), that it means Allah does not like anyone to supplicate against another, except for the wronged. He has permitted the wronged to supplicate against the one who wronged him, but if he is patient, it is better for him. Abdul Karim bin Malik Al-Jazari said about the verse: "It refers to a man who curses you, so you curse him back. But if he slanders you, do not slander him back."
It is permissible for the wronged person to forgive and pardon the one who wronged him. "So whoever pardons and makes reconciliation - his reward is due from Allah." (Quran 42:40). "And whoever defends himself after being wronged - for them there is no cause for blame." (Quran 42:41).
