Those who embezzle public funds must be advised and warned of the threat of Hellfire, based on the Hadith: "Indeed, there are men who delve into the money of Allah without right, and for them is the Fire on the Day of Resurrection."

As for eating from his sacrificial animal (Udhiyah): If all his wealth is unlawful, then it is not permissible to eat from it. However, if his wealth is mixed, then it is permissible to eat from his sacrifice and other things.
