Is it permissible to donate usurious gains to buy sacrificial meat?

Usurious gains are disbursed for the general welfare of Muslims, such as hospitals, wells, and orphanages. It is permissible to give them as charity to the poor and needy for them to dispose of as they wish. However, it is not permissible for the usurer to personally dispose of these gains, for example, by buying livestock to distribute among the poor.
