Is the aforementioned Hadith a Qudsi Hadith, and what is its continuation and source?

The mentioned Hadith was not found in this context, but Ibn al-Qayyim mentioned a part of it, which is a divine saying (athar ilahi): “The people of My remembrance are the people of My company. The people of My gratitude are the people of My increase. The people of My obedience are the people of My honor. And the people of My disobedience, I do not make them despair of My mercy. If they repent, then I am their Beloved. And if they do not repent, then I am their Physician. I test them with calamities to purify them from faults.” Al-Albani indicated its weakness (number 4392) and mentioned that it bears signs of Isra’iliyyat.
