Ibn Mas'ud and a group of the Tabi'in interpreted "those who line up in rows" (الصَّافَّات) and "those who rebuke" (الزَّاجِرَات) as referring to the angels, basing their argument on a Hadith in Sahih Muslim which states: "Our rows are like the rows of the angels." Al-Baghawi interpreted "those who line up in rows" as angels lining up their wings, or birds lining up their wings. He interpreted "those who rebuke" as angels rebuking the clouds, or as the rebukes of the Qur'an.
