Does the noble verse: "Indeed, I will place upon the earth a successor" mean that the descent of Adam, peace be upon him, to Earth was a predetermined matter, even if he had not disobeyed God?

Allah's eternal knowledge that Adam would go through stages of dwelling in Paradise, eating from the tree, descending to Earth, and settling there, is the first level of divine decree (Qadar) in which one must believe. Allah informed the angels of this, saying: "Indeed, I will make upon the earth a successive authority," and what Allah Almighty knew would occur must inevitably come to pass.
