Democracy has two aspects: an aspect affirmed by Islam, which is the right of the nation to appoint its rulers, hold them accountable, and supervise them. And an aspect rejected by Islam, which is granting the nation the right to absolute legislation (making things lawful and unlawful), because absolute legislation is an exclusive right of Allah Almighty, in confirmation of His saying, exalted be He: "Say, 'Have you considered what Allah has sent down to you of provision, and you have made of it unlawful and lawful?' Say, 'Has Allah permitted you, or do you invent a lie against Allah?'" (Quran 10:59) and His saying: "Or have they partners who legislated for them of religion what Allah did not permit?" (Quran 42:21).
