Is it permissible for a company to appease employees of government agencies and large corporations by granting them a significant discount or a free service for their personal benefit, in order to avoid delays in due payments, and would I incur sin if management directed me to do so?

If these employees cause an impediment to the company receiving its dues unless they are given the service for free or at a discount, and there is no way to prevent them except by acceding to their request, then there is no harm in giving them what they ask for, provided that their governmental bodies do not bear the cost of the service. This is considered a bribe forbidden to the recipient, not to the giver who uses it to obtain his right. However, if there is a way to prevent them from doing so without harming the company, then it is not permissible to accede to their request, and both the company and the employee who carries this out would be sinful, due to the generality of Allah's saying: "And do not cooperate in sin and aggression."
