Neither the wife nor her family has the right to refuse this, as Allah Almighty says: "And their husbands have a greater right to take them back in that [period] if they want reconciliation." If that does not work, then resort to Islamic law and the judiciary. However, if the waiting period expires, reconciliation is not permissible except with a new contract and dowry, and with the consent of the wife and her guardian.
