Are natural disasters such as "earthquakes, floods, and storms" divine commands executed by angels?

Everything that occurs in the universe, be it events or calamities, is by the command of Allah, His decree, and His destiny. He, glory be to Him, does not need an assistant to execute His command. He may assign some angels to carry out some of His commands, but He may also create these events without entrusting their execution to anyone.
