What is the ruling on abandoning the Witr prayer entirely?
A Muslim should not abandon supererogatory prayers (Nawafil), especially the emphasized ones like Witr. Many scholars hold that whoever persistently abandons it entirely, their testimony is not accepted. Imam Ahmad said: "Whoever intentionally abandons Witr is an evil man, and his testimony should not be accepted." Witr is an emphasized Sunnah by consensus among Muslims, and whoever insists on abandoning it, their testimony is rejected. It is more emphasized than the Sunnah prayers of Dhuhr, Maghrib, and Isha, and better than all voluntary daytime prayers, and the best prayer after the obligatory ones. The majority of scholars have used the hadith of the Bedouin, whom the Prophet (peace be upon him) informed that only the five prayers are obligatory upon him, as evidence that Witr is not obligatory.
