The answer

Anger is a blameworthy psychological impulse, and the Prophet, peace and blessings be upon him, advised against it. Whoever spits on people when angry, if he is not aware of what he is doing, then he is in the ruling of the insane, and there is no accountability for him, based on the : "The pen has been lifted from three: from the sleeper until he awakens, from the child until he grows up, and from the insane until he regains his sanity or recovers." However, if he does that while he is aware and conscious, then he is sinful, and he must repent to Allah and seek forgiveness from those he spat upon.
