Are the devils of magical possession chained in the month of Ramadan?

The devils and rebellious jinn are chained during Ramadan, as stated in the Hadith. This chaining is either real, to prevent them from harming believers or to prevent those who eavesdrop from doing so, and their restriction increases during Ramadan. Or it is metaphorical, due to the abundance of reward and forgiveness and people's refraining from transgressions, which reduces the devils' temptation. Thus, this chaining does not necessitate the absence of possession or magic in Ramadan.
