Does Hajj obligate a person who is blind and suffers from diabetes and high blood pressure?

Hajj is obligatory for a blind person who is financially capable. He must find a guide to lead him and accompany him on his Hajj. If he does not find a guide, he is like someone with a chronic illness.

If the blind person is unable to perform Hajj himself but possesses the financial means, he must appoint someone to perform Hajj on his behalf.

If the blind person finds provisions, a ride, and someone to lead him, help him mount and dismount, and he is able to remain stable on the mount without difficulty, then Hajj becomes obligatory for him to perform himself.

If the blind person suffers from other illnesses that prevent him from performing Hajj himself, then if these illnesses are chronic, he is like other chronically ill persons. If they are not chronic, he should wait until he recovers.
