A blind person must perform Hajj themselves if they have the physical and financial ability, and if they find a guide, even for a fee. They are not permitted to appoint someone else to perform Hajj on their behalf. So, if a blind person finds provisions, transportation, and someone to guide and lead them, and they are able to remain on the means of transport without difficulty, then Hajj becomes obligatory for them.
