How can one perform religious obligations like ablution (Wudu') and prayer (Salat) with a fractured right hand and a cast?

If someone is unable to move their right hand due to a fracture or similar condition, then:

1. For Wudu (ablution) and Ghusl (ritual bath): These are not waived for him. He should use his left hand. As for the broken and splinted right hand, he should wipe over it lightly once, while washing the uncovered parts of it.

2. In Prayer: He should perform the actions of the right hand to the best of his ability. If he is unable, then he may suffice with using his left hand for all actions, with the exception of pointing with the index finger, which is done with the right hand.

This is based on the principles of "hardship brings ease" and "what is easy does not fall away due to what is difficult," in accordance with the Almighty's saying: (Allah does not burden a soul beyond its capacity) and (So fear Allah as much as you are able).
