Is it permissible for landowners to refuse to sell their lands to the state for the purpose of establishing a housing project that serves the public interest, even though they are compensated?

It is the right of the guardian (ruler) to take actions that benefit the people. If the benefit of establishing a certain area is predominant and cannot be achieved except through fair compensation to the landowners, then they must hand over the land to the state for the project to be implemented. This is if the matter is obligatory from the state. However, if it is optional, the landowners have the right to refuse to sell, because selling must be by mutual consent, as Allah Almighty says: "O you who have believed, do not consume one another's wealth unjustly but only [in lawful] trade by mutual consent."
