This falls under Tawhid al-Rububiyyah (Oneness of Lordship), which is the belief that there is no creator, owner, or director of the affairs of creation except Allah. Whoever believes otherwise is a disbeliever. Even the polytheists who worshipped idols acknowledged that Allah manages the affairs of creation, as Allah Almighty says: (Say, "Who provides for you from the heaven and the earth? Or who controls hearing and sight and who brings the living out of the dead and brings the dead out of the living and who arranges [every] matter?" They will say, "Allah." So say, "Then will you not fear Him?") Yunus/31. The Permanent Committee has issued a fatwa stating that whoever believes anyone other than Allah has disposal over the universe is a disbeliever, because he has associated others with Allah in Lordship, and this is a more severe form of disbelief than that of many polytheists.
