Is it obligatory to condemn one who spreads newspapers containing the name of Allah for selling goods on them, and does not condemning this in the past amount to disbelief?

It is not obligatory to track down newspaper pages strewn in the streets to search for the mention of Allah therein, as that would cause a person undue hardship and difficulty. Some scholars have pointed out that the solution to this problem lies in averting one's gaze and spreading Islamic awareness. There is no sin upon one who does not advise the newspaper vendor regarding this matter, let alone consider it an act of disbelief (kufr). Furthermore, refraining from verbally denouncing an act of kufr (disbelief) does not constitute kufr as long as the heart disapproves of it.
