What is the ruling on delaying the fulfillment of a vow for a period that may exceed 10 years?

Vows are of two types: time-bound and non-time-bound. A time-bound vow must be fasted at its appointed time. If one delays it due to an excuse, they are not sinful. But if they delay it without an excuse, they are sinful, and repentance and making up the fast become obligatory upon them. As for a non-time-bound vow, it is recommended to hasten its fulfillment, and the obligation to fulfill it remains even if it is not fasted immediately. If the one who made the vow dies before fulfilling it, their guardian should fast on their behalf, based on the Prophet's (peace and blessings be upon him) saying: "Whoever dies and owes fasting, their guardian should fast on their behalf."
