Whoever makes a temporary vow must fulfill it at its specified time. If the time passes, it must be fulfilled immediately, and whoever delays without an excuse is sinful. It remains a debt upon his conscience until he fulfills it. If he dies before fulfilling it, his guardian must fulfill it, based on the Prophet's (peace and blessings be upon him) saying regarding performing Hajj on behalf of the deceased: "Fulfill Allah's right, for Allah is most deserving of fulfillment." This includes every right established upon one's conscience. You must repent for the delay if you had no excuse.
