What is meant by the words "yashra" (to legislate) and "mashroo" (legislated) among the jurists?

The words "yashra" (is legislated) or "mashru" (legislated) among jurists include what is obligatory (wajib) and what is recommended (mustahabb), and perhaps even what is permissible (mubah) by legislation.
