Is the title "The Legislator" (al-Musharri') attributed to Allah the Almighty or the Prophet, peace and blessings be upon him, and is it permissible for a person to describe himself as "the legislator"?

The Lawgiver (Al-Musharri') is the Legislator who enacts the Law (Shari'ah). This is a prerogative exclusive to Allah the Almighty; there is no ruler other than Him, and no law other than His Law. Scholars have permitted the use of this term for the Prophet, peace and blessings be upon him, because he conveyed Allah's Law and expounded upon it. As for anyone other than the Prophet, peace and blessings be upon him, scholars have not used this term for them. It is forbidden to apply it to those who formulate man-made laws, as that would make them partners with Allah in governance and legislation.
