If your husband had not divorced you twice before this absentee divorce, then he may take you back during your (waiting period), for Allah the Almighty says: "And their husbands have more right to take them back in that [period]." Consummation is not a condition for the رجعة (revocation of divorce); rather, it is valid through a statement. So, if your husband pronounced the revocation, it is valid, and you return to his marital bond Islamically. It is not a condition that he touch you during the iddah.
