The answer

The wording of the Hadith narrated by Al-Tirmidhi from Anas ibn Malik, may Allah be pleased with him, is that the Messenger of Allah, peace and blessings be upon him, said: "How many a disheveled, dust-covered person, owner of two worn-out garments, who is not given any attention, yet if he were to swear by Allah, Allah would fulfill his oath. Among them is Al-Bara' ibn Malik." Al-Mubarakpuri mentioned that "owner of two worn-out garments" means a person with two old, tattered clothes, and "who is not given any attention" means he is not cared for or noticed.
