If your brother is temporarily unable to fast, he may break his fast and make up for it later. If his inability is continuous, he must break his fast and pay the (feeding one poor person for each day, amounting to 750 grams of the staple food of the land). Fasting or praying on his behalf is not permissible. However, you should help your father in advising him and reminding him of the seriousness of abandoning prayer. Reciting the Quran on his behalf is not permissible, but the reward of recitation, charity, prayer, or fasting can be dedicated to him.
