What is the ruling on one who obstructs the path of Allah by preventing Dawah tents and closing Islamic kindergartens?

Preventing people from learning religion and closing Islamic institutions is forbidden (haram), and whoever does so risks being described with the attributes of disbelievers, as Allah Almighty says: "Preventer of good." Those who work for Islam should engage in dialogue with the concerned parties to convince them that inviting to Allah is good, and hindering it is evil. One should also seek other educational means if a particular means is prevented.
