What is the ruling on wrapping the Holy Quran with gift paper to present it as a gift?

It is permissible to wrap the Mushaf (copy of the Qur'an) with gift paper if it is pure and free from anything that necessitates prohibition or disrespect, such as images and drawings. It is also permissible to sell it to someone who wishes to wrap the Mushaf with it.
