We have previously explained three conditions for the permissibility of traveling to disbelieving countries for study. If these conditions are not met, then travel is forbidden and becomes an act of disobedience. What has been mentioned does not fulfill these conditions, so there is no place for seeking guidance (istikhara) here, because there is no istikhara between a permissible act and an act of disobedience.
