What should be done with a woman who displays her adornments (mutabarrijah) in a Muslim state, and is there a prescribed punishment (hadd) for her, or what ought to be done with her according to the requirements of the Qur’an and Sunnah?

Whoever commits a sin for which there is no prescribed punishment (hadd) or expiation (kaffara) shall be subjected to discretionary punishment (ta'zir) by the Imam or his deputy. This includes wanton display (tabarruj).

Ta'zir is the prerogative of the ruler or his deputy, and it is not legislated for anyone else.
