What is the ruling regarding a wife's refusal to grant her husband some of the requirements of marriage, and her deprivation of his most basic rights?

A wife has rights over her husband, among which are: the sadaq (dowry), which is obligatory for the husband to give to his wife. Its mention in the contract is not a condition, and its deferment is permissible. And maintenance (nafaqa), which includes food, drink, clothing, and shelter. Her maintenance is determined by the financial status of both spouses. If the husband falls short in fulfilling these rights and insists on not performing them, the wife has the right to refer her case to the Sharia court.
