Is it permissible to give the poor sister Zakat al-Fitr and money to her and her children, and to collect this Zakat to buy a home for her, and is it permissible for the one who manages her affairs to receive the Zakat and spend it on her throughout the year to ensure its proper management?

Zakat (definition) is due immediately upon its obligation, because an absolute command necessitates promptness, and because it is a right for the poor, the needy, and the other categories.

It is permissible to set aside Zakat from one's wealth and pay it to the poor in installments under certain conditions: 1. The Zakat recipient must be someone who is not capable of managing their own affairs, such as a minor, a mentally incapacitated person, or a spendthrift. 2. The giver of Zakat must pay it to someone who has guardianship over the poor person to manage the installments. 3. If the giver of Zakat is the guardian of the poor person, they must disburse the Zakat and separate it from their own wealth, then proceed to pay it in installments.

Based on this, it is permissible to pay Zakat on wealth and Zakat al-Fitr to a poor sister, and it is permissible to pay it to her in installments according to the aforementioned conditions. Similarly, it is permissible for whoever is in charge of her affairs to collect from these Zakat funds an amount exceeding her basic needs and the needs of her dependents, in order to purchase a suitable dwelling for them, and it is preferable to inform her of this.
