Is it permissible to give the university cleaning staff—who desire leftover food—from the expiation of feeding a poor person, and are they considered among the poor?

It appears that the aforementioned workers are eligible recipients of food, charity (sadaqah), and zakat. It is permissible to give them food as part of an expiation (kaffarah). The expiation for an oath (kaffarat al-yamin) must be distributed among ten needy persons, as held by the majority of scholars, based on the Almighty's saying: "Its expiation is the feeding of ten needy people."
