Treatment and healing with the Holy Quran are established, and this includes reciting the Quran over water and drinking it or washing with it, as well as writing it in a vessel, then washing it with water and drinking it. A group of the Salaf permitted this, and it is narrated from them. Ibn al-Qayyim and Ibn Hajar mentioned it. The Permanent Committee for Scholarly Research and Ifta' stated in their fatwas the permissibility of healing with ruqya under three conditions: that it be with the words of Allah or His Messenger or lawful supplications; that it be in Arabic or what its meaning is known; and that both the reciter and the patient believe that this is a means that does not affect except by the decree of Allah.
