The answer

Reciting over water involves the reciter bringing his mouth close to the vessel, reciting whatever is easy from the Quran, and then blowing into it. This practice and seeking healing through it have been authentically reported from Ibn Al-Qayyim, Imam Ahmad, Malik, and others. Blowing (naft) during ruqyah is recommended, and this is what the majority of the Companions and Tabi'un have agreed upon, due to the effect of the reciter's breath and its assistance in removing negative influences. Narrations in Sahih al-Bukhari and Sunan Muslim indicate the permissibility and virtue of blowing in ruqyah. Likewise, writing Quranic verses in a vessel and drinking the water from it is permissible.
