Is it permissible for an Umrah driver to impose a tip on passengers and force them to pay it in exchange for carrying their luggage, claiming that the law is on his side?

The driver is not permitted to obligate the pilgrim (Hajj or Umrah (definition)) to pay anything in excess of the agreed-upon transportation fare. Regarding the carrying of gifts and luggage, if the contract does not stipulate that the driver is obligated to carry them, then he is not required to do so. He may request a fee for carrying them if the vehicle is his property. However, if he does not own the vehicle, then he may not take anything except what his employer, who owns the vehicle, has authorized.
