Is mandatory car insurance (against theft, fire, and accidents) permissible in order to obtain assistance for purchasing a car with favorable terms, knowing that refusing these terms prevents access to the assistance?

If the insurance is cooperative, then there is no harm in agreeing to it, because it is based on lawful solidarity and cooperation. However, if it is commercial, then it is not permissible to agree to it, because it is based on prohibited gambling (maysir) and uncertainty (gharar), unless purchasing the car is a necessity that cannot be fulfilled except through it. In that case, it becomes permissible, due to the Almighty's saying: "And He has explained to you in detail what He has forbidden you, except what you are compelled to [eat or use]."
